Oliver was born on March 10, 1961, in Dallas, Texas. Her father, John Oliver, was a master sergeant in the U.S. Air Force and her mother, Mary Oliver, worked in the home, caring for young Pam and her two sisters.

As a military family the Olivers moved frequently, living in Texas, Michigan, Washington, California, and Florida as the children grew up.
